Scope of work:
• Monitor implementation of the approved annual HSE program. Audits compliance with HSE Protection regulation and procedures.Promote awareness of site personnel to safety. Inspect all existing fixed and mobile plants and equipment installations to ensure adherence to company’s establish safety rules, standards and codes of practice. Investigations industrial incidents/accidents and writes related statistical and analytical reports.
• Explain enhance awareness and understanding of HSE policy and HSEMS. Monitor and advise on implementation of HSE programs.
• Monitor compliance with HSE training standard and advise site management. Give induction and general HSE training. Communication of HSE case requirements to workforce. Follow-up action arising from QRA’s and safety Cases.
• Participate in Risk Assessment of modifications, participate in site verification of modification in line with agreed scope. Participate in handover process to operation.
• Selection of additional safety coverage. Participate in HAZOP/HAZID for site safety input only.
• Monitor implementation and report compliance with HSE regulations, procedures and permit to work system. Insect facilities to ensure compliance Identify deviations and prepare dispensations as necessary. Identify fire, safety and life saving appliances requirements and supervise maintenance of same to ensure reliable operation. Assist the supervisor in their planned inspection program. Provide advice to site on safe transportation, handling, storage and use of hazardous materials. Participate in HSEMS auditing of contractors.
• Monitor performance of contractors on site. Coordinate and arrange HSE meeting with contractors and highlight areas for improvement. Conduct post assessment of HSE performance of contractors.
• Participate in HSE Assessment of PMR’s and changes to identify implications and measures. Identify and participate in review and update of documents and procedures safety case etc.
• Educate and coach site personnel. Advise on level of investigations required. Participate in investigation and analysis of incidents. Maintain data base records of all incidents. Report of action progress. Disseminate lesson learned to site personnel.
• Train workforce on emergency plan. Prepare amendment and update, of emergency plans based on feedback. Advisor to management during any emergency. Conduct training and advise emergency team members. Plan and organize and monitor site emergency exercises. Inspect and supervise maintenance of fire and safety and life saving equipment.
• Coordinate and assist HSE self audit assisting and reporting. Follow up of audit reports – action plans etc.
• Follow-up of environmental aspects programs. Participate in implementation of ISO 140001. Follow up of ISO 14001 action plans. Waste management. EMS awareness training.
• Participate OH Task Risk assessment, OH action plan. Participate in establishing OH task risk register.
• participate in review/raise issues for management review meetings.
   
Minimum Requirements:
• 7 years experience in HSE related to oil or petrochemical industry associated with offshore experience.
• Detailed knowledge of HSEMS, Risk Management Techniques, Accident/Incident investigation using CTA’s. HSE Training. HSE issues related to offshore production operations. Auditing of HSEMS protection and occupational health requirements. Aware of environmental protection and Occupational health requirement.
• Very good knowledge of spoken and written English.
   
Qualification:
